And indeed, paragraph 19 of the "Rules" says the following: “The contractor (tour operator) is obliged no later than 24 hours before the start of the trip to transfer to the consumer the original contract for the sale of the tourist product, the tourist voucher, documents certifying the consumer’s right to the services included in the tourist product (voucher, ticket and others), as well as other documents, necessary for the consumer to travel. Providing the consumer with these documents at a later date is possible only with the consent of the consumer.

“Because we do not use charter flights, we never have problems with providing documents to tourists. As soon as a client purchases an air ticket from us, we immediately issue it and issue it”, he stressed. The expert added that the new resolution is a plus for tourists, but a minus for large tour operators - charter customers.

Anatoly Garkushin, CEO of Pantheon, also noted: “We always issue documents in more than a day. The problem is that some tourists book their trips on the last day, and in this case it is not possible to provide them with documents in 24 hours. It is necessary to make a reservation that documents must be issued to tourists at least a day before departure, if the tour was booked at least three days before the date of travel.

The expert also added that it is not uncommon for travel agents to ask to make any changes to documents, in particular, they ask to change the names of tourists, so tour operators try to issue tickets on the eve of departure. As for charters, major players often combine flights, optimize them, reschedule, reduce them - and all this also happens at the last moment, which, accordingly, affects the time of ticket issuance.
