To obtain a visa, in one sense or another, there are several ways to prove to consular workers that you have air tickets. Here are the most legal ones.

Return air tickets

The most reliable way to obtain a flight reservation for a visa is to buy return air tickets. You will have real air tickets (paid), suitable for obtaining a visa. With such air tickets, there should be no unnecessary questions from consular workers to you.

After obtaining a visa, return tickets can be returned with the loss of part of the money. It is not entirely clear why you need a visa then (probably you will travel by land, and not by plane), but many make reservations in this way - it is reliable and less nerve-wracking.
